Pakistani leaders and high-ups are known for leading a lavish lifestyle and all that at the expense of taxpyaers' money. The rise in corruption over the decades is due to the misappropriation of public funds without being taken into accountability. Those responsible for taking notice of corruption are sadly corrupt themselves, if not all but majority of them is. This is the video back when Raja Pervez Ashraf was the prime minister and he arranged for his son's marriage in the PM house all at the government expense. I don't think Prime Minister can use his official powers or government spaces for personal use in the light of constitution but who cares in our country. Nobody.
